If you want affordable Vietnamese food, this is the place to go in Brooks. I went on a quiet Saturday afternoon, and their menu consists of fairly standard deep fried appetizers, noodle soups (pho) and others. Prices are good given the quantity of food provided. It isn't the best pho, but it's acceptable.
In terms of atmosphere, the outside and the inside look equally run-down. My guess from the mismatched looking furniture, bowls and plates is that this is a family business.
From a brief chat with the gentleman who served my food, he explained he had been running the place for 14 years! Definitely a lot of experience under his belt.
PS. A similarly named business (not related) called Sam's Oriental Market is about 2 blocks away and sells the same awesome meatballs...

The vermicelli left little to be desired. Noodles, boiled chicken(?!), chopped lettuce, shrimp and spring rolls. Positives, the shrimp were large and well cooked. That's about it. No extra veggies and I picked the chicken out, it was not good.
The chow mein however was delicious. Hot, well cooked, lots of meat that was cooked well. So I'm not sure what happened between the 2 dishes.
