What a quaint and lovely little place this was. Always glad to uncover little gems like these that affirm the value of taking the path less travelled (on a bike).
The cafe is a little over 500m further on from the Iwakiyama-jinja shrine (temple?), with ample parking space if you're driving.

Came in to take a break from the snowfall and ask about the route up the mountain.
The owner can speaks simple english. He also told me that the mountain isn't accessible.
Ordered cheese toast and ice coffee for 1000 yen.
