Matsuya is a great place to go for a Japanese style semi-"fast food" meal I'd say.

I like their breakfast sets, they are cheap (usually under 400 yen) and decently hearty, with a salad and soup included. You can also choose rice size for free as part of the breakfast set (small to like 2 xl size).

Their normal menu is also good, but I like their breakfast sets more for the best bang for your buck.

This chain is also pretty good for foreigners, and their ticket order machine has a few languages available, and after you order, the call screen to get your food (by order number on your ticket) is in both Japanese and English.
