We had the following dishes and they quite disappointing.
Taiwanese beef noodle soup. Flavor is lacking. Beef shank is thin and very tough. They also missing pickle cabbage. I had hundred bowls of this dish in Taiwan. This is the first time I have not finished my beef noodle soup.
Taiwanese popcorn chicken. The nuggets are small. I mean as they felt like left over and made into Taiwanese popcorn chicken. They also didn't even add basil. This dish as an entree usually come with minced pork over rice, pickle cabbage, and tea egg. All of these are missing. The rice is definitely offensive. It is the worst rice I ever had. It isn't Jasmin. It look and taste like one of those cheap long grain rice you get from Safeway.
Egg foo young. Where do I begin with this dish? They gave us American gravy. That's all you need to know.

Like some of the most authentic Asian restaurants in the area, Flo's is located in a strip mall (in Gaithersburg). We signed up for the set-menu Taiwanese banquet, a lavish spread that included Peking duck, poached whole fish, crab with sticky rice, and a variety of other delicious dishes. The taste was divine, the portions beyond generous, and the price a steal for what you get.
