Costco Food Court — Restaurant in Salem

I just done shopping in Salem Costco. Everything was nice and convenient as usual until I ordered a churro at food court. The paper holder for churro is designed half open, often causing power coating sugar drop in my car. I usually asked the employee there to give me an empty paper bag that holds chicken bake, so with extra bag I don’t need to worry about sugar dropping problem. This was never an issue before, all the employees were very understanding and nice to help me. But not for today! This employee with a name tag called Lillian refused me. I explained to her why I needed an extra bag, then she said “ We got big problem here and not allowed to provide extra bag.” She didn’t explain what problem is, which doesn’t make sense. I am Costco shareholder, Costco stock price is almost near previous ATH. Very curious what kind of the PROBLEM will cause Costco to save a paper bag from their loyal customer?
