Possible to connect to Kyoto-Wifi which is usually available at subway stations and bus stops. I've only been to two other ward offices but while this place is not as excessively welcoming as the others, they seem to be a bit more efficient(probably due to less people in line) and meticulous in getting you what you need.

Read moreStaffs were all very nice and helpful. Even with my very limited Japanese skill I was able to get all my paperwork done without any major issues. The line can be long but once you get to the desk everything were done very efficiently. Do bring a book or phone battery charger for the wait.
