I adore this lake! Kayaking year round is beautiful due to the forest of pine trees surrounding the lake. Extraordinarily serene and quiet so it is excellent fishing and relaxing paddling. You do have to be a member of the Bella Vista POA to be on the docks and go out on the water unless it's a special event. Your boat and Kayak has to be registered displaying their sticker.
The Mildred Cooper Memorial Chapel on the other hand is open to the general public. It has a scenic paved walking trail from the chapel which makes a loop and goes near Norwood Lake with benches available so you can sit and enjoy looking out across Norwood Lake.
