Do not build in Bella Vista if you can avoid it. The planning department has been taken over by power-tripping pencil-pushers trying to make everyone jump through useless hoops. They require drawings and details that no surrounding cities require. They will fail the drawings without providing sufficient information on how to correct them, and then when you call, if course nobody picks up. They need to fire the people on top on restructure with reasonable standards that look to the neighboring larger cities as an example.
