As of about Oct 5th 2024 (probably before this date as well), they have had construction on the lower parking lot. I visited a few weeks ago, and they had the lower parking completely blocked, but the road up to the top parking was open. However, I went back last week on a weekday, and the entire park was blocked off. The road/parking was completely closed, and the trails had cones across them.
