According to the Dubuque Visitor's Guide 2013, this museum is free (pages 13 and 34). There is a cost for non-members. I know the volunteer asked us for six dollars each. She was unable to run my debit card for some reason so she let us go in for free. She gets five stars - excellent customer service.
I am glad that we didn't have to pay, though. There is incredibly little to see in the museum, at least on the day we visited (11/13/13). They had a few works by Karen Kurka Jensen, which were very nice and a few by Grant Wood. They had fewer still works by a handful of other artists. All the artworks are in two small rooms and a short walkway on the second level. There was a much bigger room, but it was being repainted and was empty of artwork. Why charge anything when half the museum is closed off? If the volunteer had been able to run my card, I probably would have asked for...

When we visited their second floor gallery was closed, so we were only able to check out the small gallery on the main level.
It's nice to see a bit of culture in Dubuque. I hope to return to see what else they have to offer then it's fully open.
