You can walk around and see some of the statues and memorials without paying, but most of the ships and other things you have to pay for. You can not bring any bags or purses, and we had taken a bus with 2 adults and 4 kids, so no car to leave our things in. We paid $7 for a small locker. Overall, just being there and reading what happened while looking at the pictures was an experience I'd recommend.
