Absolutely avoid at all cost. This port is woefully under prepared to handle the volume of passengers a modern cruise ship handles, even in good weather, which sadly my party wasn't blessed with. I recently (March 2024) had the misfortune of having a cruise come and go via this port. On both boarding and disembarkation we were met with rain, in both cases the port was not prepared and did not provide adequate shelter (virtually none). Our disembarkation day was met with cold, heavy rain that lasted for the entire day, and as such passengers and their luggage were left in the cold pouring rain to fend for themselves. No shelter was provided (there was a tent for luggage which they put up over a drain so water poured in under the tent making an absolute mess), and considering the demographic who cruises tends to be older (I'm in my 40's but my parents who I was with are in their 70s) this was essentially an example of mass elder abuse. I understand that the port does not control the weather. But to be entirely unprepared for it is entirely the port's fault, and falls completely outside of what would be normal contingency planning. There were not enough taxis, and the disembarking passengers were not allowed inside the terminal buildings. Meaning you had over 1000 (largely older) people completely uncovered on the pavement for over an hour per person. How the management of this place sleeps at night when they treat passengers worse then cattle is beyond me. You helped me feel safe and not so upset when i had to wait in the rain while several other driver's were ahead of our truck before unloading at the crane. We were not expecting for me to have to jump out in the rain last minute- i spent all summer in and out of ports delivering the machine heads for the windmills with no issues at all. Because i do not have a twik card- San Diego port authority did not allow me to enter. I understand it's the way they operate; and i will be prepared in advance next time for sure.
