Formal Complaint
To Whom It May Concern,
I am writing to file a formal complaint regarding the conduct of one of the workers operating a lawn mowing tractor at Greenhill Park in Western Massachusetts. This incident occurred on 9.23.25 at approximately 1:45 PM.
While my sister and I were quietly sitting on a bench reading, the worker drove the tractor directly in front of us, less than a foot away, with the grass dispenser facing our direction. Grass clippings were blown directly into our faces and onto our belongings. This was unnecessary, as there was minimal grass in that area and plenty of open ground elsewhere.
This action was not only disrespectful but also unsafe: I'd be more than happy to share a video of the incident.
I currently have an arm injury and was unable to move quickly.
My sister suffers from asthma, which was immediately triggered by the grass clippings.
My eyes watered instantly from the debris.
The worker showed no concern for our presence, even though we were clearly visible sitting on the bench with papers in hand. At no point did he ask us to move, which would have been the respectful and professional approach if mowing that area was required.
Even more concerning, after passing us once, the worker circled back a second time, again coming extremely close, despite already having cut the area. As we later left the park, he appeared to follow us with the tractor, which felt intimidating. While we remained calm and did not provoke him, this behavior could easily have escalated had it been directed at someone else.
This conduct was:
Unsafe (triggered asthma, created risk to an injured person, and could have harmed children if they were present),
Disrespectful (ignoring our presence and comfort as park visitors),
Unprofessional (showing a lack of awareness and care for residents).
As a resident of the Greenhill Park area and a taxpayer, I expect a higher standard of professionalism and safety from those maintaining the park. I request that this incident be taken seriously and addressed appropriately to ensure it does not happen again.

Read moreGreen Hill Park is a beautiful gem located on one of the seven hills of Worcester, MA. If you walk up to the highest part of the park on the south side, you will get a beautiful view of the city. Likewise on the north side, up on the golf course. There you will get a beautiful view of the flat country to the north leading to the far away hills.There are many diversions here and I've done everything from hiking on hundred year old trails to watching Shakespeare classics in the outdoor theater to looking for my friends names on the War Memorial Wall. While you're here, catch a BIG Carp in the pond or wander through the petting zoo. Catch a baseball game in summer or maybe the Food Truck Fright Fest in the fall. One of my favorite events here is the Cars of Summer, when antique and classic cars from around the country come together for a weekend for antique collectors, hot rods, cruising and general nostalgia from the good old days including a drive in diner and burn-out contests. Read moreGreen Hill Park is a huge public park in Worcester. It is located between Belmont Street (Route 9) and Interstate 290E, a few blocks east of Lincoln Street. I think the best part of the park is the area closest to Belmont Street. There is a working farm, the Vietnam War Memorial, an arboretum and woods with paths. If you enter the park via Green Hill Parkway, off Lincoln Street, you will eventually get to the eastern part of the park. However, unless you turn around and retrace your route before entering the eastern part you will not be able to leave the park by Green Hill Parkway and will only be able to leave via Belmont Street; the road from Belmont Street only goes as far as the Vietnam War Memorial. The entrance from Belmont Street goes past a high school, the entrance to Grill on the Hill (open to the public), the farm, an arboretum and lake, and the Vietnam War Memorial.
