I think the reason this hotel is as highly rated as it is, is because the service from the owners is really friendly. Overall, the staff are generally really great.
I booked in for 5 days - half board with my kids, we ate 2 meals here and I knew I had to find other resources. My youngest wouldn't even eat their chicken nuggets, the chips were cold and tasted like old oil. The food selection at breakfast is seriously subpar. No fruit, dry biscuits, no fruit juice and an orange drink that my kids took one sip of and instantly hated. We ended up buying some Frosties and milk and eating cereal from mugs in our room (there were no cereal bowls, of course). Towels were changed quite regularly but some were old and stained. The room was not cleaned or swept the entire time we were there so we were walking on sand the entirety of our stay.
There is a dog!! A dog that barks at arrivals in the night which was a great start to the holiday when we arrived past midnight with a child that suffers anxiety and has an irrational fear of dogs. The dog also barks first thing in the morning! He's delightful!
All furniture is wooden and heavy and so you hear all your neighbours above, below and by the sides, dragging chairs and whatever else around the rooms and balconies, so that's great too.
All public areas are really tired. Our bathroom had a shelf but immediately I put something on it, it fell off the wall, so all products were stored in the kitchenette area opposite the bathroom. The shower had no shower curtain so the bathroom was constantly flooded..although there is a drain in the bathroom so if its meant to be a wet room, I don't understand the need for a shower tray.
The Internet worked the 1st day we connected and then it was "congested" or "poor quality".
The balcony doors were problematic to say the least and I struggled to close them on multiple occasions. Air conditioning unit is apparently just a feature on the wall as it doesn't work.
We never made dinner as the half board menu did not really cater to children. Luckily, there is such a beautiful restaurant just below the hotel on the main road where the service was excellent, with equally stunning views and reasonably priced delicious food.
If you just need a base to sleep while you explore the island then this hotel is ok, it's no frills but it really isn't perfect for a family holiday.
ETA In response to the comment left, I did not see the point in addressing any of the issues raised as this is obviously the standards set by the management and they are happy with this. This was a last minute holiday booked in a similar location as a friend on holiday at the same time so we spent the majority of the 5 days with her. Of course, while here my kids helped me book next year's holiday in a 5 star resort elsewhere. Like I said, this is basic and if you're content with basic then this is the one for you. I've never stayed in a 2* hotel before and would never again however, because the service is so lovely, people are not being honest in their feedback. I saw the reviews and photos and was...

Our first time in Kos and what a trip to remember. We arrived here at pantheon hotel and was met by the lovely Janet, as time went on we got to meet more of the wonderful staff.. or should I say our new family. Janet, her husband and her two amazing kids run this side of the two hotels and create a fun, friendly but chilled atmosphere.
Despite being two hotels, you can use either side of the bars and seating areas. Allowing you to mix up the holiday vibe. The pool is shared and has a really good amount of sun beds, 10 or so in complete shade (all day) and 20-30 other sun-beds with shared parasols or complete sun (for the guests who sunbathe all day).
The rooms are good and air con is offered, we didn’t take too much notice of the room, because who spends their time on holiday sat in the room? The balcony on the other hand was just perfect.
The views are incredible all round the hotel, no matter where you are stood, you have a high rise view of the sea and surrounding islands, including from your balcony. Now with their new addition of the restaurant dining view, overlooking the sea and giving you a cooler location to eat.
The drink and food menu’s are just as we’d have liked. A good range of different foods and a specials menu which changes each day! And not to mention Sevi’ amazing banana bread and chocolate ice cream!! The drinks selection offers a good range of beers, ciders and cocktails. Or for the more younger/less drinking people, they have their range of soft drinks, juices, ice coffees, milkshakes and iced waters! Their bar snacks are equally as good, a huge range of crisps and chocolate biscuits.
Pantheon offer a car hire at a great price, fast simple and affective. It was easy to drive about the island as it is one road from start to finish, Kos town is a good place to go with a busy vibe, or if you’d like something quiet, we loved Kardemena. Along side the car hire they recommend trips done by Ztours and these can be paid for at a cheap price, but an amazing experience.. our recommendation being the Zia sunset tour. You can find these by the reception.
My wife found the book cupboard by the reception a really welcoming area, being able to swap and exchange books you’ve read whilst away, for another that someone has left before.
Janis (I hope I spelt that right), offered the cooler chilled evening/night experience where he will offer drinks and play chilled music for a relaxing vibe. As the sun sets, the breeze flows and the music plays, it’s a place to relax and unwind.
We will definitely be returning here and bringing our children to enjoy the next experience with...
