Good place to find construction materials, car parts, etc. The place is an adventure in itself. Many little lanes and shops to explore. Even found some very nice little food stalls in there. The whole area is full of car service. If you try to find cheaper used parts including tyres, etc. this is a good place to go. Usually they are cash only. So come prepared. Also, no English in most places. But with a bit of effort you'll manage even if your Georgian is bad. Construction material while plentiful is usually the same everywhere. There's very little difference in quality of the stuff. However it's hard to bear Eliava on price. With a bit of digging and maybe some help from an experienced local you might find good gems. While choice is outstanding, the atmosphere isn't any appealing. It's dirty, crowded, and badly organized. Plus, the merchants aren't always nice. They might actually trick you. There are of course the many shops with paint, nails, tools, floor coverings — you name it, but what I love here are all the giant motors, saws & blades, electrical devices and peculiar things (frequently from the Soviet era) I can't figure out at all and have to make up my own story for how and why they came into being.
