JR京葉線と千葉都市モノレールが乗り入れる、千葉県千葉市中央区に位置する駅です。両路線の接続駅であり、互いに乗換しやすい。

当駅が千葉市の行政の中心地であり、JR京葉線では千葉市役所への最寄駅となっています。他にも、駅周辺は港湾環境整備施設「千葉ポートパーク」や千葉県のシンボルでもある展望塔「千葉ポートタワー」があり、観光スポットの１つでもあります。 また、ビジネスホテル「東横INN」やコンビニ・飲食店も立地しており、観光拠点に適しています。

JR京葉線は島式ホームと単式ホームを有する高架駅であり、改札口は１ヶ所のみです。改札内には多機能トイレと各ホームを結ぶエレベーターが設置されています。快速停車駅であり、東京から続いた京葉線の電車特定区間は当駅までとなります。 通常は蘇我方面が１番線、東京方面行の電車は３番線を使用しますが、真ん中の２番線は主に特急の通過待ちで使用されます。

千葉都市モノレールは当駅が起点であり、千葉県の中心駅である千葉駅まで２駅、約５分で行くことが出来ます。JR線とは別に、独自の駅舎を持つ。 改札内には多機能トイレと各ホームを結ぶエレベーターが設置されています。
