Subject: Formal Complaint Regarding Inappropriate Behavior and Lack of Professionalism by DMV Supervisors/Managers
Dear Department of Motor Vehicles,
I am writing this formal complaint to bring to your attention a series of disturbing incidents involving two DMV supervisors/managers, Rachel Rogers, and Christine (She did not provide her Last Name and did not have her ID card), at the Beltsville DMV branch. Their unprofessional conduct, inappropriate tone, language, and threatening behavior have caused significant distress and inconvenience to me and have tarnished the reputation of the DMV. I believe it is essential that immediate action be taken to address these concerns and rectify the situation.
On 06/12/2023, I visited the Beltsville, DMV branch to inquire about the process for obtaining a certificate of title for a vehicle. From the moment I approached the counter, I was met with a dismissive and uninformative response from the staff, including Ms. Rogers and Christine. Their lack of knowledge and inability to provide clear guidance on the required documentation and procedures led to confusion and frustration on my part.
Furthermore, the supervisors/managers, Ms. Rogers and Christine, overlooked the mistakes and miscommunication of their employees, which exacerbated the financial, time, and emotional inconvenience I experienced during this process. Their failure to address these issues effectively demonstrates a lack of leadership and accountability.
To make matters worse, during my visit, I witnessed both Ms. Rogers and Christine engaging in derogatory comments about their employees' abilities and performance. Not only is this behavior disrespectful and unprofessional, but it also creates a toxic work environment that negatively impacts the morale and productivity of all residents of the State of Maryland. I was particularly disturbed by the fact that these comments were made in front of my son, which was both dehumanizing and demoralizing.
This type of conduct directly contradicts the State of Maryland's customer service promise, which pledges to provide constituents, businesses, customers, and stakeholders with friendly and courteous, timely and responsive, accurate and consistent, accessible and convenient, and truthful and transparent services. The behavior exhibited by Ms. Rogers and Christine goes against the values of respect and professionalism that are expected from public servants.
I have attempted to address these issues directly with Ms. Rogers and Christine, but they have been dismissive and unresponsive to my concerns. Despite their role as supervisors/managers, Ms. Rogers failed to provide her last name, and neither supervisor/manager was wearing proper identification, further exacerbating the lack of professionalism and accountability.
In order to ensure that a record is created and to pursue appropriate action, I have copied my lawyer, MVA administrators, and relevant parties in this correspondence. It is my sincere hope that this complaint will prompt an immediate investigation into these matters and lead to the necessary steps being taken to rectify the situation.
I kindly request that you take this complaint seriously and initiate a thorough investigation into the conduct of Rachel Rogers and Christine. I took 3 hours off from my work hoping to get back on time, but took me the entire day thanks to the so called Spanish speaking driving schools/teachers. Based on my experience on this day, one has to speak Spanish to be served politely and on-time. There is something fishy going between some of the driving testers and those Spanish speaking driving school teachers in the name translation. These "teachers" seem to own the place. They are many. One of them just came in said "raise your hand those who have 11 O'clock appointment" I thought she works there. I went there with appointment, but waited for about two hours online because those so called driving school owners/teachers seem developed special relationship with the system. They call each other "honey". Per my observation, these teaches/driving school owners-translators come with 5 or more clients and they try to get their clients out of there as quickly as possible. The DMV workers at the driving test, room #33 this location seem don't want to see other customers other than those driving school owners/teachers. ...When we finally got to our turn, one of the a tester lady, with dreaded wig hair, she literally went inside, got a paper work for the same person/translator which she went with before us, passed got his client and they dove away for his second client's test. We had to sit there and wait again. I didn't want my son to develop bad feeling towards anyone or group. I told him "people always make mistake, I make mistakes, we all due. May be it is not mistake at all. Don't worry we will get there"... Myself, as an immigrant to this accommodating country, I am all for the diversity and small business, but not at the expense of others. I don't want this country to become corrupt as a country I left behind. Please let us follow the rules and regulations of this beautiful country which the founding fathers/mothers developed for us. Please! let us keep this country, a country which welcomed all of us, equal to everyone. Please! please! let us think of our kids. Let them follow the rules, procedures. Because we speak certain language, or we know someone, let us not corrupt this well balanced system because it will hut our kids future.    Read moreThis is the truth about MVA Beltsville. All the rumors and all the people who claim that this MVA is the worst out of all others have spoken nothing but truth. I have 4 experiences at this specific location, every one being absolutely terrible. Despite finally getting my license after returning here for a second time, I'd like to give my feedback for others considering going here to get their license. No one should have to go through what I did and what others are as well. On my first two visits to this MVA I was declined to not taking my road test despite having everything I needed. The individual who declined me was a lady in her 50s, lightskin, and extremely rude. After coming back with the same materials a third time, I was given a different worker who was polite and let me take the road test with no problem. Some of the workers here simply do not want you to be happy, and they get off on ruining peoples days. I'd describe my first road test instructor as a hispanic man, 40s, black hair and tall. He was extremely rude to myself and my mother. I struggled to understand anything he said, as he was barking orders at me from outside of the car in a rude manner. It didn't take long for me to fail, basically before the course even started. He gave me instructions that were unclear and unprofessionally attempted to humiliate me for a mistake that was caused himself. On my second road test, there were multiple extremely overweight individuals working as test instructors. While a line of over 12 cars built up beside the MVA building, they spoke amongst themselves and continued to let the line increase in number. It took my mother as well as the help of 2 other parents to get them to waddle over like penguins and do their job. The total wait time for my test was over 2 hours, simply due to the lazy workers at MVA Beltsville. If you want your license, and you want to keep your sanity, do not go to MVA Beltsville.
