These guys sell refurb "unlocked" phones on Amazon and EBay under various names like "Perfectly Professional." Their unlocked phones are NOT properly unlocked and they are aware of the problem but do not tell customers until after the sale. The package contains a note that you "may" find problems related to the original carrier. BE VERY CAREFUL WHEN BUYING FROM THEM. You will not know you have a locked problem until after you take the time to set up the phone and authenticate it with your carrier. The phone I got continuously messages me that I have to install a Verizon SIM card--that's not my carrier. I tried to work out a solution with the kid that "manages" phone sales and he said--"it's just bloatware, the phone works fine, right?" He was unconcerned about the company's reputation.
