I lived at The Heights (under Targa) for nearly two years and it was a positive experience. The location is VERY central to every type of shopping you'll need and to the fair grounds. The apartments themselves are a little older in style, but they did a good job with making updates to the apartments that make them feel more modern, like vinyl flooring and new appliances throughout (although I couldn't get my dishwasher to work because of the way it was installed- but I didn't need it.) If you're looking for space... you will definitely find it here. My 1b1bth was VERY spacious and had ample storage and a great fireplace that really kept it cozy and warm in the winter months! My building was very quiet and my neighbors and I got along well. I never had to deal with loud music or inconsiderate behavior (except 1 tenant that moved in toward the end of my stay who smoked all the time and constantly set off the fire alarm). My apartment did face the back side of the property which faces the freeway, so that was quite noisy (whenever I opened my window or slider). Maintenance requests were taken care of in a reasonable amount of time (I think the maintenance team was small) and once something was fixed, it wasn't a problem again.
The grounds were not perfect, I had a lot of spiders outside my door that no matter how much I sprayed, or took down cobwebs, they kept coming back and there were large, unattractive stains at my front door that were never taken out. They could definitely use a power wash on the balconies and at some doorways, but other than that, the grounds were maintained pretty well. Parking was never a problem, you can always find spaces close to your apartment and if you want to, you can rent covered parking or even a garage, but you can survive without them. Iād like to start by saying the entire complex has gone down hill over the years especially within this last year, yet rent has managed to increase even with no internal updates on units. Our amenities have completely fallen apart and continue to do so. Gated community? Hardly. The gate is always broken/not working on a regular bases. As for the other amenities such as the pool and hot tub? Well the hot tub is never accessible anymore due to it also not working and for someone like myself I use it to relax after work from time to time. I havenāt been able to use it in months. The bottom of the pool also has a lot of issues. Security Cameras here are only in the front, so if your car gets broken into, good luck trying to figure anything out. The trash and recycling is continuously over flowing and reeks up the whole side of the complex where it is. Parking here is also a huge hassle especially at night time. The office has no records half the time of who pays to park where. Spots are always being used, yet no one pays for them or the people who do pay for them get cheated out of their spot. The winter time is that of the worse time of year. Last year the snow and ice locked down a complete side of the apartment because we are a bit slopped and it took days for them to do anything about it. We all new it was coming, but somehow the ball was dropped on preventative maintenance. Last but not least we went a solid week without a maintenance man and multiple units were having issues...

Then.... it was bought by a new company Targa Real Estate Service - they got rid of all the old staff and just one short month they have turned the place to utter garbage.
Deborah the woman is the office is incompetent unprofessional, unreliable and absurd.
They couldnāt find my contract or my months of saved credit. They couldnāt remember anything about my situation- which was not complicated- despite me calling time and time again to resolve the error THEY made.
Since they couldnāt find my contract or my credit over 300 dollars worth- I requested that they make sure my items were still in my garage ( I moved cross country and use it as storage). Deborah was petty enough to take a picture of the closed garage door, which obviously has no windows, and then email me and say- āI hope this helps you sleep better at night.ā
In what sane world does a picture of a closed door with no view of the items inside give anyone a peace of mind that the items are still there?!?
My sister drove three hours round trip that night to make sure my things were still there.
They always said they would get right back to me- and then NEVER returned my calls and acted shocked when I called to follow up.
It has been OVER a month and I have not received one phone call or email from them except for the snide email from Deborah with the useless picture.
I just called and she had NO idea what I was calling about and told me she would call me right back.
Iām still waiting...
