Absolutely disgrace!!! Very upset as the restaurant works not to updated Estonian government regulations. As per Estonian government regulations changes any teenagers 12-18 year olds do not have to present covid passports anymore anywhere even in the restaurant. The waiter had declined our access saying that 13 year old needs covid passport . The owner should know Estonian regulations and not to upset the customers with the wrong information. The restaurant looks lovely and inviting. There's plenty of choice what to eat and drink. It's like a buffet - you choose some food, but hot meals are served by staff member. It is a bistro in a shopping centre. If you want a morsel during your shopping it is fine. I cannot judge if the food was russian or not, but it was good.
