Decaf coffee: yes
I've come here twice for the afternoon tea. The coffee option is for plain decaf tea as opposed to espresso/lattes.
The presentation varies depending on the tea. The winter one was better for presentation than the tropical one. The artwork/display was very impressive! Our favorite was the pistachio gift box. This is a slightly pricier afternoon tea but there is definitely good quality. We ordered the option with the sparkling non alcoholic tea. The Jasmine is superior to the Darjeeling in our opinion. We were not given a choice the second time we went for the tea. They just handed us the Darjeeling. The bottle is 5000 yen if you want to add it to your afternoon tea. It serves about two glasses so we shared it. It is also sweetened.
The majority of the food was 4 stars with a few 5 star items. The setting is very impressive, being in the lobby of the hotel where it feels very open due to the atrium. It looks out into the pool area that is open to the outside (no windows). It's an interesting mix of being indoors and outdoors. We did have a few bugs the second time. It was noticeable.
They do not have a tea menu but will let you know what they have on hand. Pretty standard. They do have a decaf plain tea which is nice instead of just peppermint and chamomile (those were the other decaf options). Read moreJust finished lunch at Ocean Cafe. The food was average; the service was absolutely atrocious. The older woman with short hair and glasses stared at me with scorn the entire time I was there and didn't even manage to greet me when I walked in. Yet I noticed her cheerily greeting other customers. Mind you, I ordered two dishes - a Caesar salad and arancini rice balls -and a juice so I am a paying customer. The quality/freshness of the food was mediocre at best and certainly did not justify the prices. The service was just rude and disrespectful definitely not warranting the 13% service charge. The worst part was after serving my dishes and before I had even started to eat, she hastily dropped the bill on the table letting me know that's the bill. Yes, I have eaten in many restaurants and fine dining restaurants, I know what the bill is, AND I know that in nicer establishments it is common courtesy to provide the customer with the check after the meal - in case they wanted another beverage or dessert. I'm at the Intercontinental after all and not some quickly and easy ramen shop! It just felt so inhospitable and unwelcoming. I highly suggest management provide their staff with basic hospitality training because this experience was incredibly disappointing. I do not suggest anyone waste their money...

The presentation was gorgeous, the food was delicious, and the staff was very friendly. I was happy that there was a decent amount of savory bites. Most afternoon teas focus on the sweets and they forget about the savory items. However, I felt that this afternoon tea was perfectly balanced. Reserve the afternoon tea in advance
One thing to note is that this is in the center of the hotel, it's not a separate dining location. So, if it's hot outside, it will be warm where you're sitting since it's an open resort building. You'll be covered from the rain, but dress based on the temperature...
