I feel I should emphasize that the five-star rating is in relation to the price of the food; it's no fantastic cuisine. What it is, however, is delicious.
The menu is sizable, and easy to deal with - there's a vending machine just inside the door that dispenses tickets. You drop your yen in the machine, press the button, and then hand the ticket to the waitstaff behind the horseshoe counter.
Most of the entrees are served on a piping hot cast-iron skillet. There's rice and corn in the middle, and a pat of garlic butter, and around the periphery is whatever meat you chose, raw. You put however much of the garlic butter on as you want, cook the meat to your liking, and when it's done cooking, put it on the rice to cool while the skillet slowly approaches reasonable temperatures. As freshly cooked as you could ask for, and with plenty of what tastes like fresh cracked pepper to flavor it.
The service is cheerful and accomodating, the food is among the best cheap fare I have ever eaten, and with the naval base nearby, they do their best to understand what us poor Gaijin are saying. I will heartily recommend this place to anyone...

I got the "Oniku tappuri" Extra meat Beef Pepper Rice. The rice on the skillet was great and comes with a garlic butter in the middle of the rice to mix it all together. The paper around the skillet was a nice touch to protect yourself for. The oil splash when it is initially served. Plenty of options to add more toppings and different cuts of meat as well. There are limited amount of seats in there about 20 all counter top facing middle.
Worth checking if you want some skillet food and good amount of meat. Can't wait to...
