We visited Pancho's twice during our week-long stay in Mazatlan. It came highly recommended by an ex-pat we met early in our trip, and we were so grateful for his recommendation!
The restaurant is right off the beachfront of the Golden Zone (northern Mazatlan beach) and the views are just gorgeous, especially sunset. It's worth the wait for a table with ocean views if you have the time. They do not offer reservations, and typically they are full during meal hours so get there early if you have a larger group. We only had 2 people and were sat immediately both times.
The service was top-notch and the restaurant offers complimentary chips, salsa and stuffed, breaded fried peppers. They also serve a complimentary mini bailey's (or similar) cocktail for you at the end.
Our first visit we only had drinks and the complimentary snacks, but the second visit we had dinner. We ordered the coconut shrimp and the lobster. The coconut shrimp was a bit underwhelming; overbreaded and dry, but the lobster was awesome. It came with 4-5 full lobsters (shells on) so be prepared to get your hands dirty!
We didn't order dessert but our friend recommended us the Spanish coffee and the bananas flambe, both made tableside and his favorite in all of Mazatlan, so it's worth mentioning here.

You can speak english to the staff, you can walk around the shopping mall and speak english to all the shop owners, and you can even go around the corner and get a massage at Athenia (Expect on sundays!).

Avoid the connected shopping mall at all costs. The prices are non-negotiable and you'll be brushed off if you offer even a peso below the price they tell you. All the shops are owned by the same company, and they communicate with each other. The rule is generally sticker price minus %40 for all items in the shops. The play goes like this "That bracelet costs $30USD, but I'll let you have it for $20.... ok, ok, I can let you have it for $18.... No? Ok, you don't need to shop here, thank you". We complied as we were hungry and my wife wanted to be close to the beach. We ordered and a couple next to us told us to check the bill at the end of our meal because some of these guys have a tendency to overcharge. We had our food and checked our bill and sure enough they had charged us for an extra drink. That left a bad taste in our mouth. The next time I went by myself and I mentioned this so my bill at the end was very closely scrutinized with pricing and everything. For my meal I ordered fettuccine Alfredo with shrimp.
