We go to Dagupan City from USA once a year. We have tried all the famous restaurants in Dagupan and vicinity. I love seafood. This year, we heard about Ciudad Elmina Fishing Village. And tried it. Eversince, my family have come to this place several times and it has become our favoirite place for lunch and dinner. The place sits right in the middle of the fish farm where the fish they serve come from. It has several bahay kubo (nipa huts) of various seating capacities. There's that feeling that you are in a resort. The main dining room can accomodate large parties. There's a live music during dinner. It's an acoustic kind of music so it does not interfere much with conversations. (If the music still bothers you, ask for one of the huts) The night lights that surround the farm is wonderful.
We always order some bangus and some large tilapia which are always perfectly grilled, juicy, tasty, and delicious. The fish taste fresh since they are raised right in their farm that surrounds the restaurant.
Try the sinigang. It taste like authentic home-cooking. I recommend the sinigang na sugpo. We tried beef pigar-pigar. Good texture and taste. The sizzling tufo was surprisingly delicious. The adobong pusit is yummy. The squids are just the right[ size (bite-size). The ampalaya salad is a good appetizer.
Service is excellent. Our orders are ready within a very reasonable time. (grilling a bangus can not be rushed). The servers stay away but always watching at your group ready for anything you may need.
I brought several out-of-town friends here for lunch. They very much enjoyed the food and the place and the ambiance it offers, and said they will come back with their friends. There was a nice breeze that made our experience even better. We felt like we were in a secluded place, far from city life, but looking at Google Map, it's within the City of Dagupan.The manager (Alvin) even came by to greet us. That was very nice of him. We stayed long after we finished our lunch and our table cleaned just to talk and enjoy the place.

Ciudad Elmina was the perfect stopover after a long drive from La Union and Manaoag. As soon as we arrived, a gentle breeze swept over the place, instantly creating an inviting atmosphere. Nestled on top of a fishpond, the Filipino-inspired decor was a delight – I especially loved the unique rattan chandeliers that added an eclectic touch.

Since we all crave for seafood, we ordered their seafood mix boil bilao with rice worth Php2180 but we were all disappointed. We tasted small slices of the squid, small crablets, shells like literally shells, most of the seashells were just shell, hahaha! and shrimps. For a price of Php2180, we expected too much. Maybe because it's summer and it's hard to catch them? I dunno. They have their reason I guess. They have a wide space, Filipino vibe. They also have a live band even during lunch time. My tita even requested for a song that they played. They have wide parking space, a comfortable restroom but needs a little cleaning, a wide smoking area, lots of tables and fans, small kubo if you want privacy, a view of the fish pond and a crocodile!
