Not being a Muslim, I visited this place during an open day at the mosque. And I must say, this place is run and maintained by very kind and welcoming people. Or at least I really felt welcome, despite not being a member of Muslim community. The place itself is primarily a worship place. Besides that, there is also a lecture room as a part of the mosque for some evening classes. During the open day, it was possible to talk to the members of the community and ask them questions. This also felt very relaxed to me. Because of me visiting the place as a guest during the open day, I don't know if the mosque is otherwise open for public. I don't believe so. But if you have a chance to get to know a bit more about the Muslims in Brno, their background, and the history of this mosque, I really recommend to go for that opportunity.
