The castle is interresting to visit, I did it with my familly and I was not disappointed. You get nice details on a lot of things. There is also a lot to see. The view from the top of the castle is also great. You can see all around and by a sunny day, it's just perfect. You can also really appreciate the difference of color between the Inn and the Danube from this location.
As for the restaurant, food is good but not amazing. That said, you can enjoy it with a nice view (similar to the top of the castle). This makes it a nice place to eat. The only problem is the price. For a german restaurant with an overall not great food quality (but again, not bad at all), it's expensive. I would still advise to eat there, at leat just for the view while eating.

Veste Oberhaus, former stronghold of Passau’s prince-bishops, sits high above the town and includes a museum, restaurant and watchtower with a panoramic viewpoint of the town and the three Rivers Confluence. The main museum is filled with fascinating exhibits from the history of the castle, to architecture comparisons, to medieval battles to a traveling exhibit from Japan on paper making.
Tickets at the entrance were only 5 Euros, which is a steal for this great attraction, and covered access to the entire compound. Read moreWow. This is a wonderful place. It was Sunday 19.4.28 when I walked from the far side of Passau to climb up to Veste Oberhaus. The town was full of friendly people in traditional dress preparing for the Mayfest parade. As we walked we could hear the bands warming up. The view from the heights was spectacular. The castle is formidable and amazing. Our walk ended with a descent from the heights just in time to watch the hour long Mayfest parade.
