A long expanse of a park along the east side of the Ikuta River. There are many sections. There is the Dragon water spitting fountains and Chinese pagoda at the northern end near Shin-Kobe station all the way down to the playground halfway to HAT Kobe. Some sections are paved some dirt there are plenty of benches and places to picnic. A couple of places let you access the river. There are also a couple of areas with playground equipment for the kids. The big paved area just across the street from the pagoda is great for rollerblading, teaching kids to ride bicycles, r/c cars, etc. The upper section gets especially crazy around hanami time.

Ikutagawa park is a nice place for spending the time in nature around the city. Cherry trees spread along the park on the river side. There are many playgrounds for kids.
