‘‘ Histry ‘‘ In 1935, the Ministry of Home Affairs began excavating a drainage channel as an ancillary project to the Arakawa River Improvement Project. In 1937, this site was selected as the rowing venue for the 1940 Tokyo Olympics, and construction began on the rowing stadium and flood control measures. However, as the China-Japanese War intensified, the Tokyo Olympics were abandoned and the site construction was stoped. However, flood control remained an issue, so construction continued, albeit on a smaller scale, and it was completed in 1940. Saitama Prefecture refused to manage the site for financial reasons, and it was initially managed by Tokyo City. However, from 1941 (Showa 16), the Ministry of Health and Welfare appropriated operating funds and developed the facility, including the approximately 100,000 square meters of land surrounding the rowing stadium, as a venue for the National Athletic Meet. In 1964 (Showa 39), this facility became a venue for the Tokyo Olympics, and the surrounding area was widened and renovated. The adjacent road is now known as Olympic Street.

‘‘ A town born from leftover soil ‘‘ It was decided to use the large amount of soil and sand generated by the excavation of the rowing stadium to fill in the marshland that existed in what is now Minamimachi, Warabi City. The land reclamation was carried out by laying railroad tracks from the construction site and transporting the soil and sand on trolleys pulled by steam locomotives. As the war intensified, securing a labor force for the munitions industry became a challenge. To address this issue, the government established the Japan Housing Corporation in 1941 (Showa 16), and constructed approximately 880 housing units as part of the first phase of construction. The Housing Corporation named the housing complex Warabi Hoosaku Housing (Warabi Hoosaku Housing) because the majority of the housing complex was located in the Hoosaku district of Warabi Town. In 1943 (Showa 18), residents named the area "Miwamachi" (Miwa Town) because it straddled three areas: Hoosaku, Tsukagoshi Oarata, and Shimotoda, Toda Town. This name was submitted to Warabi Town. This area name was used until 1966 (Showa 41), when the residential address system was implemented and it was incorporated into Minamimachi 2-chome and part of 3-chome.

‘‘ Thoughts ‘‘ Oh dear! When I was a child, I lived in the Hoosaku Jutaku! It's my grandma's house! There was a well between my house and my neighbor's, and now that I think about it, it was a remnant of those days. The relationship between Minamicho, Warabi City and Toda Rowing...
