三十年前五期重劃區剛填海完成，此處為漁人碼頭，是安平舊漁港,按： 清代與五條港連結的舊第一安平港是今四草橋鹽水溪、四草溪交接處，今蚵仔灰窯舊址西側的堤防處，後來鹽水溪口淤沙堵塞，乃開闢今觀夕平臺邊舊燈塔處為第二港直入安平漁港，五十年前港灘海水漲潮時可到今安平古堡城下榕樹處，天后宮門口原即安平港岸灘。

後來燈塔處之二港口漸也淤塞,曾設游泳海灘，後來約四十年前乃再漁光島北端深挖第三港，即今安平商港。

張燦鍙當市長時，我是市府顧問，而當時張市長有巴西回來的好友，是海底工程專家,我乃建議復疏濬第二港口，以利漁船出入，另因施治明市長時運河早優氧化與污染研重，重開二港，可引海水也。

所以漁人碼頭初建好，每逄黃昏，休閒、散步與約會者多，引來街頭藝人音樂表演與小市集，有了商機，便有一翁姓市議員以議會勢力，包下，在該處以鐵皮小屋子設攤收費，當然一轟即散，門可羅雀，不到兩年乃草草收攤。

後因當時瘋香草種植，復有李姓議員提議作為香草園區，當時文化局許耿修與我提此事，我說安平每至秋東，風沙大，且為海砂填成，香草不可能存活，因此乃罷，過約一月，許局長說可能建為海濱運動公園，而當時我正幫奇美搞歌劇交響樂團及提議基金會設博物館，我告訴許文龍兄，他聞之甚喜，願認捐一尊林默娘大石雕，一週後奇美公關張桂一兄告訴我已與許局長洽妥雕像事，由福建匠工以玄武岩雕刻，許董本在福建買下一漁村，打算把舊建爥拆來安平復原拼建，後來因中國不准，乃罷，所以林默娘的園區草圖是我畫的，原在林默娘雕像後我設計建一音樂演唱臺的，後來許局長說市府無預算維持音樂臺設備及人員，乃保留草坪、空地耳。

所以在許添財市長在對街停車場南側設了安億公園，在公園西南闢了札哈木鄒族公園，隔兩“三年改名原住民公園。

後來在林默娘公園東側設了安平史蹟公園，前數年才以鯨魚為意象，表示...
