Hilltop Park — Attraction in Chino Hills

Whose design was this “upgrade”? The open spaces and grass were like a high meadow, an escape from the city. Now, the walking path is nice. However, what can one do with bark on the ground? You cannot spread out a blanket and have a picnic. Besides, the weeds have taken over; it is obviously not being maintained. And why rocks and dirty logs instead of benches or tables? Ok.
