The worst DMV customer experience I’ve ever had, and I’ve had a driver’s license in multiple states. To prepare for my visit I pulled up the DE DMV website to see what I needed to bring. The website was not smart-phone friendly so I struggled trying to find and then physically see the DMV guidance for new resident license transfers, which was a PDF with tiny font (zooming in and out and scrolling left to right made it difficult to follow). I gathered my paperwork, took off of work, and then headed to the Wilmington DMV location. I entered what can only be described as a loud, oversized cattle barn with row after row of metal benches and a lack of signage to know what to do or where to go. There were hundreds of people already waiting. After walking around a bit I went to the security desk (reception desk?) and told the guy I was here for a license transfer. He asked me what I brought and I rattled off my paperwork. He gave me a number and I took a seat, watching the flashing red boards run through combinations of letters and numbers. I watched closely to make sure I didn’t miss my number, having earlier watched a woman ahead of me in line at the security desk get gas-lighted after they skipped her number. I waited patiently for AN HOUR to be called. Finally my number came up and I went to my assigned window. I gave the guy my paperwork—including a water bill and an energy bill—only for him to tell me my energy bill didn’t qualify because it was dated more than 60 days ago. I said yes that’s because I have been getting e-bills ever since then, but had only just declared residency and so now needed to switch my license over. He said he had to see a more recently dated PIECE OF PAPER with my address. I gave him a PAPER ad from my health insurer but unfortunately there was no post-marked date, so that didn’t work. I said I could show him the Delmarva app with my most recent bill. He said it didn’t count unless there was a PHYSICAL PIECE OF PAPER. I checked the date on my phone (still 2025) and told him all my bills are e-bill and I don’t get USPS mail. He told me to TURN OFF E-BILL AND COME BACK. Difficult to comprehend in today’s day and age when even my tax returns can be submitted online. When I told him I had waited for over an hour [for such terrible service] he responded by saying I should have checked beforehand. Oh, had I tried. So much for “first class service from the first state.” Unfortunately it’s just poor customer service and organizational dysfunction in an entity funded largely by fees and tax payer dollars. 0/10 for the experience. I buy and sell a lot of cars. I look for bargains. I only buy bargains. These cars are for me, because I like the driving experience of various vehicles.
The problem was, when I would go to get these cars titled in my name, they would INSIST on charging me some ridiculously high percentage, based ON WHAT (THEY SAY) the car is worth, NOT what I paid for the vehicle. This process is totally unfair AND against the law! Telling me to pay the tax on THEIR DETERMINED VALUE of the car instead of what I actually paid outraged me. I know that I thought about bringing this issue to court many times, and they most definately would have lost, but I didn't want to spend any more of my personal minutes left on earth fighting the State of Delaware for some stupid reasoning an idiot came up with who represented the State in this manner. I understand why this way of charging a tax may have come into play, but a simple rule of requiring a Bill Of Sale would take care of the problem for motor vehicle transactions in the State. If the buyer could not produce a Bill of Sale requiring buyer and seller's signature, THEN they had the right to impose a Blue Book value. But when I bring in my bill of sale and them to reject it and tell me they are basing the sale on what a book says, that simply infuriated me. I was in there the other day seeking a Delaware title for another car I bought. I handed over my Bill Of Sale with all the other paperwork, and it was accepted without a problem, without a question, and with no insinuation that I was a liar. MUCH TO MY JOY, I was so shocked by this change that I wanted to congratulate whoever it was that finally grew a brain and refused to STOP ABUSING their power with such ridiculousness. Has progress been made, or did the clerk that I was assigned to go against the STUPID policy of Delaware Division of Motor Vehicle? I certainly hope that a change has been made and Delaware DMV has stepped out a little further from the world of stupidity and began to think that there are more honest people out there than ones trying to get over...
Read morethis was by far my worst experience any establishment in many years. I had come three times now within a week in a half to re new my license. The first time they had told me I had a capias for my dog escaping and biting another dog which I was unaware of, but immediately went to the court house to clear the capias. I came back a few days later and a water main line broke and they were closed. Yesterday I came back and like the first time waited two hours and they than told me I had a ticket from 2021 which I should have been notified about the first time so that everything could have been settled. The internet service is horrible in there and because the employees have to work late that evening they are trying to rush to get out which I understand, but why aren’t they providing fast, efficient service during the day when they have you waiting for hours ? The older gentlemen Dan who works with renewing license had the absolute worst customer service and was blantly rude. My phone was lagging because of the internet service, but I wasn’t even able to step outside because they lock the building doors at 7pm sharp as if the building is having a lock down and if you go out the door you can’t come back in. This is a service that most people are seeking for legal reasons. I didn’t want to be there three different times for several hours just to re new, but the way this gentlemen conducted his self and the many years I worked in management I would absolute never hire him. He waited 4 minutes to be exact for my card to process and told me he was waiting 15 minutes and I would need to come back Friday because they are closed and he needs to go home. Thankfully the kind lady Ashley who was sitting next to him saw how rude and impatient he was being and said she would help me, but I will never be coming to this establishment for any of my vehicle needs everyone I spoke to says go to Delaware City DMV you will be in and out and they have great...
