Cullen Park — Attraction in Corpus Christi

This park thoroughly confuses me. There's zero parking, tons of grassy area with a possible attempt at landscaping? I saw a small tree of bush that was staked and I just couldn't help but think...why? Why did someone make that effort? There is a long sidewalk that takes you to the middle of the grassy area where they put a playground. It has the same playground that the Shannen park and St. Andrews Park has. There is a sidewalk that goes nowhere or..sort of...kind of near a trash can. What is this place? Who is it for? There's an elementary school across the street but surely they have their own playground. Did they just put an extra playground they had in an empty field? There's also...

Had an awesome time with my nieces at the park, we got Mickey Ds, and picked a spot to grub. Got a blanket to have our own little picnic, then they played.
