I worked on this bridge from December 1986 thru April 1988. It was a rough place back then and it was a disaster for the contractor (Morrison-Knudsen Co./Boise, Idaho) that I was working for. They were a western USA firm trying to break into the NYC market. It cost 2X times the bid amount with interesting issues with the labor coalitions, the unions, the mafia, the city of New York and the NY DOT. For an engineer from small town/rural USA it was not a place that was familiar or comfortable. I've been back to visit several times over the years, but "Never say Never" to live and work there again but it would cost someone a lot of money. I was glad to see it in my rear-view mirror when driving away to my next construction job. The bright side was that I meet a lot of real nice and interesting people there. It truly was a melting pot. The down side is my car was broken in 3 times and graft was rampant.
There was an oil storage depot behind the site and the highlight of my stay there was a trench catching fire because of the leaked petroleum products into the ground water. Bright spot was when we saw fish (after the pile hammer shocked them silly) that actually lived there as Newton Creek was so polluted that everyone said that there was nothing living there.
