The observation deck on the 24th floor (free entrance) is best visited as the sun is setting (check which days/times they are open, according to Google it should be until 10pm) for some beautiful views of the harbour & Osaka Bay to the south, the mountain range to the north and all round views of the city itself. Was also very quiet at this time (on a Thursday in November) so had uninterrupted views...

Made all the effort to come here for the Observation Deck only to find out it is permanently(?) closed, I'm guessing due to their irrational fear of spreading covid which makes no sense in this day and age (January 2023).

Very disappointing compared to the Tokyo Metropolitan Government building which still allows visitors up to their...

Come to the 24th floor of Building 1 for a view of the city. The rest of city hall, at least the portions you walk through to get to the view, are pretty old and ordinary.

But this is a good stop if you're looking for a view, some light info, or a free map from the desk on...
