I have been in Tanzania for 3 months now and had enjoy this complex greatly throughout my time in Arusha. I am a student here and my classmates and I often go to the complex to do work and eat when we have breaks. My experience there had always been pleasant with friendly staff who always spoke with us because we were there so often. Until one day when a very rude, what I assume to be manager, came up to us and asked us if we would like some coffee and when we politely declined he went on to accuse of of loitering for hours, using the wifi, and then leaving. Also, using very harsh language which I found to be completely unnecessary and unappealing. Needless to say I will not be returning or spending my money...

But if you sit outside you will be mobbed by all the waiters giving you menus. Just pick the one you want and the rest will go away. But it can be good if you have a big group then everyone can have something different. There's a large variety, Asian, Indian, hamburgers and ice cream.
