I am giving Hadley Place Apartments/Leasing Office a 2 star review as we had some move in problems with management and experienced illegal security deposit refund practices and are still owed money from them today.
Hadley Place Leasing Office Issues: The only leasing office employee at the time of move in (2023) advised he was on vacation the day we moved in, which made it very difficult to get the apartment code and pay the correct balance to our account. More importantly, we did not receive our security deposit refund and itemized deductions until mid August, 2024 when we moved out late May, 2024.
Security Deposit Refund: Pennsylvania statute (250.512) requires Hadley return an explanation of deductions and the remainder of the deposit within 30 days of lease end or they owe the tenant double the original security deposit without deductions. In this case the original deposit was $750 and after 30 days of the above actions not being taken, Hadley legally owed us $1500 (double the original) without deductions. Approximately 85 days after moving out, we received the original deposit minus deductions totaling just north of $200. This only happened after threatening legal action and drafting a Civil Complaint/Formal Letter. All is explained below.
After not receiving any correspondence from the Hadley Place leasing office during the first 30+ days after moving out late May, I contacted the office. I attempted to contact the Leasing Office, previous phone numbers associated with employees who worked there, and Burkentine Property Management with no response. A leasing office member eventually called me back and apologized for the delay and said she would talk to the manager about the situation.
Days later, when I did not hear anything from Hadley, I called back several more times and was sent to voicemail. The leasing office then called me back and advised that there was an error in their system that made it look like I owed money and that they would communicate with their corporate office to expedite the security deposit refund.
Then, we did not hear anything from the leasing office for several weeks. I was able to connect and pay for a consultation from a local lawyer who advised that the local judge sometimes sides with the landlord and sometimes the tenant. The lawyer advised for me to complete the State Civil Complaint form and letter and send to Hadley. Knowing this information and the fact that we now live outside of the state, I decided that if our Civil Complaint did not get a response from Hadley Place, I would have to drop the whole thing. I could not take days off work to bring legal action in another state for maybe the judge siding with us despite the law clearly showing we were owed money.
Between sending the letter and Civil Complaint via email and mail (64 days after end of lease) and mid August (85 days after end of lease) I received an email (as if nothing had happened) with information on deductions and encouragement that a check would be sent out shortly. We received the check which was approx. $200-$250 ($750 minus deductions), not the $1500 without deductions legally owed according to state statute.
Recap: As previously mentioned, to take off work, travel to the area, attend legal preceding, and/or pay a lawyer, for maybe the judge siding with us, is not worth it. The Hadley Place office staff have been very apologetic in conversation but actions speak louder than words. Their leasing office and corporate office actions clearly show they do not care to adhere to the legal requirements they are obligated to follow between their office and tenants. The time drain needed to put into this problem is also unfortunate and I recommend living elsewhere as dealing with these previously mentioned issues is not worth living at...

The management at this property is an absolute joke. Let’s go back to the beginning… Before signing the lease, every staff member gave us a different answer to the same question. You’d think they’d have a unified response for future tenants, right? Wrong. They couldn’t even get the lease information correct. My unit had to sign multiple leases—including one six months after we moved in—because they “forgot” we had a pet living with us. Even though we submitted ESA paperwork and a photo of the cat from the very beginning, just like they asked. Fast forward: one day, maintenance comes in to do some work. Later that same day, we get emails from management accusing us of hiding a pet—the same pet we had already disclosed, documented, and discussed in countless emails before we even moved in. Make it make sense.
Now let’s talk about the actual unit. I lived in the townhomes, and we were part of the first group to move in. These buildings are built like GARBAGE. I moved in last June, and before summer even ended, the walls started cracking from the foundation settling. On top of that, 2 out of 3 bedroom doors wouldn’t shut properly—even after maintenance “fixed” them—because the door frames were completely off. And let’s not forget the ventilation: it SUCKS. Everything is covered in a layer of dust no matter how often you clean. And the third floor? Forget about staying cool in the summer, even with the AC on full blast. The maintenance worker always had an attitude whenever they had to come by, like we were bothering them for asking them to do their job. The roads in the complex aren’t paved, so prepare to ruin your car’s alignment. The drains are elevated, which causes flooding in certain areas when it rains. The trash valet? Total scam. They give you a tiny can, force you to buy clear bags for recycling, and the trash compactor is always full or locked by management. Parking is a nightmare. The leasing office loves to threaten towing if you park on the street by the townhomes—even though the unit is designed for more than two people. What exactly were we supposed to do when three people lived in our unit? We parked one in the garage and one in the driveway—unlike most of our neighbors.
In conclusion: do not fall victim to this so-called “luxury” property. The pool is tiny with barely any tanning chairs, despite the hundreds of residents between the townhomes and apartments. The gym is decent, but small and lacking in cardio equipment and weights. You can't use any of the other clubhouse rooms because they lock everything after 5 p.m. Want to swim in the evening? Too bad—they lock the pool too. The management also loves to ignore your emails. They even admitted to ignoring us when we told them we weren’t renewing our lease. Read moreI have rented from multiple apartment companies and complexes over the last five years and this absolutely had to be my worst experience with the leasing company. I would never recommend anyone move here. Initially when I signed my initial lease, there was poor communication with the leasing agent. I had a pet in which I provided all the information and forms as requested. However, this was never added to my lease per the leasing agent. When I moved out 1.5 years after, the company attempted to back charge me for all of the pent rent that was never included in my lease. Likewise, when I asked for a six months extension, which was granted by the leasing company, they executed a lease at a rate comparable to my initial one. They came back then two weeks later and told me that that lease that was executed and signed by both parties was no longer valid and that I had to pay three times the original of what they initially quoted for a six month extension. I had to threaten legal action to get my executed lease extension to be upheld. I also contacted the leasing agent multiple times and writing and various different modalities, including using the portal and which I never received a response. For policy, you have to request in writing for the paint color and which I wrote them six separate emails requesting the paint color which were never answered. At the in person move out inspection, there was no note of any damages. The inspector quote said it looks like “no one lived here“ and then turned around after they could not charge me for the back rent of the mistake for the pet rent. They then found charges for paint damage which they would not remove as I discussed that they never answered my request for the paint color. They charged me enormous fees to move out which I have never been charged before at any apartment I have lived at. Overall, the unit is nice – however there is lack of professionalism with the company and the leasing office. Do not expect to get your full security deposit back as they will deceive you and then charge you astronomical amounts for minor damage, which is consistent with their lease saying normal wear and tear.
