The state of PA deceptively claims that children are eligible for Early Intervention services from birth through age 5. However, this is not true. EI is funded through the Dept of Child Welfare and only goes until age 3. After that, children are referred to the LIU, which is funded by the Dept of Education. My son has autism and it was very easy to get weekly speech and OT for him through EI. However, when he turned 3, those services stopped. We were referred to the LIU for a fresh evaluation. It took 3 months to get an appointment. At the end of the evaluation session, they tallied his scores and said he qualifies for speech and OT. They said they have 60 days to get a report together, assign therapists and come up with an IEP with his preschool. On day 53 after the evaluation, we finally got something in the mail. It says he does NOT qualify for services… after they’d told us in person that he does. This is so frustrating that so much time has been wasted and he is the one struggling because of it. My husband and I both work full-time and pay our taxes. Our son is entitled to these services.
