I went to this establishment a few weeks ago and the man at the counter claimed there was a $5.00 purchase minimum using a VISA debit card. This is a clear violation of the VISA/Mastercard merchant agreement, a breach of contract. Merchants may establish a minimum purchase amount of $10 or less on credit card transactions ONLY, but only because per currently applicable laws from 2013 the fees for accepting a debit card are generally many times lower than credit card swipe fees. This store could claim that they have a different agreement, but there is only one agreement and no exceptions apply to any merchant within the state of Illinois.
