An "OK" Pho restaurant. Pho 28 serves an "OK" bowl of Pho. Not the worst, but not the best. Better than what crappy Vietnamese restaurants try to pass of as Pho, as the selection of ingredients and varieties are authentic, but that's where it ends. The broth is mediocre, the meats are tough and chewy, so that makes me give the soup a 2.5-3.0/5. Its ok for a local bowl, if you're not willing to make the trek to a better place, but much better Pho can be had within a 15-20 min drive. Service is also ok, and what I really don't appreciate is their setup on the debit/credit card machine. When you get to the part where you can add a tip, they have preselected 15%, 18%, and 20% as your choices. You must pick one of the above. I'm sorry, but I find that completely unacceptable. Even more than the soup, that left a bad taste in my mouth...

From last I remember seems like the portions have become smaller. Less items in my soup compared to most places we frequent. My daughter plate wasn't full compared to most places. Because of this taking away 2 stars.

I decided to try this place with a friend after finishing our grocery shopping. We walked in on a Sunday afternoon and there was no one in the restaurant except us. It has been a really long time since I had pho but there was only one size available and it was $16.50 for the bowl, and I was charged $1 for changing my noodles from udon to vermicelli. The pho broth was really tasty, but the amount of meat they put was very minimal. I understand that the prices and cost of things are increasing, but if you’re going to charge almost $20 for a bowl of broth and noodles, please atleast add a reasonable amount of meat. Pre covid this was a reasonable good place to eat. Now I went back and was very disappointed. Veggies for the soup where past serving. Rotten half leaves on the dish. The soup tasted very watery and the pasta was just overcooked spaghetti. Obviously much cheaper then a Vietnamese rice pasta or egg pasta. The price since February increased by nearly 60 %. The owner did never stop by or asked at checkout if it was good or not. She probably knew the answer. I will never go back and not...
