No doubt the tables by the window offer a better view. I see that this has been the concern of those complaining about being warned by the staffs.
Do note that tables are for reservation and also on a first come first serve basis. If you are not given a table, you should not really go over to the other guest's place and point your camera at the window. It is not rude when staffs give warning but you are rude for doing that in the first place, the observatory is just a few flight of stairs away, you could do all you want in the public space.
