I'll post this for all the other foreigners. Yes, open 24hours. And they don't advertise it, but you order from a tablet and it has an English option!

Very friendly staff, all smiles. Food was tasty, and has a large selection of mostly seafood, including sushi, but they do have a few beef, sausage, and other meat dishes.

You can can cook the meat on your own personal grill which is a unique experience for a foreigner.

Even at 4am it was busy with happy people. Met some nice people here even late into the night.
