Literally the best croissants I've ever eaten. I also had a matcha scone, which was equally incredible. But I'm going to focus this review on the croissants.
This place always has a long line. It has a great reputation and it deserves it. Yesterday, I walked by in the late afternoon, just before they closed. No line, but only a few items left. I went in and bought some stuff.
I ordered a plain croissant and a chocolate one. I didn't eat the chocolate one until the next morning, and it was still the best chocolate croissant I've ever had, even a day old.
Yes, I've eaten croissants in Paris. These are better. They do everything that's amazing about how they make them in France, but leveled up.
The exterior was delicate and flaky; it looks like it's going to be too crispy, like a hard crunch. But it's not, it's perfect. You bite through the crisp, buttery exoskeleton into layered, doughy, chewy deliciousness. It has the buoyant and tender mouth-feel of good high-hydration sourdough, but in thin laminated sheets. The butter coats your mouth. Then, there's just enough salt to enrich all the flavors.
When I write a croissant review, I expect to talk about how one thing is featured. I might write something like, "this croissant is all about showing off high quality butter fat" or "nothing distracts from the perfect layered pastry dough." In this case, I can't. Everything is exceptional and emphasized in equal measure. You taste each component of a croissant, one after the other, like that flavor-changing candy in Willy Wonka. Finally, you'll meditate on the sum of parts, living in croissant bliss.
I wish I bought more. I will go back. And I'm willing to wait in line, now....

Taste: Croissant—This freshly baked croissant I had was incredibly good, perfect crispy layers outside, buttery just right. Got my 2nd one right after for my afternoon tea.
Salty bread— Slight chewy but still felt moist inside with crusty outside.
The range of breads selection is impressive, hope that I can try other items on my next visit.
Atmosphere: Wonderful neighborhood patisserie, really love this small local bakery in Meguro district . Went there on early morning for my breakfast. Take away only, as the bakery smell so good. I can’t wait to enjoy my 1st 🥐 outside the shop. And get my 2nd one right away., there’s already a line outside the shop, need to wait for 5-8mins to get back to the shop.

Staffs are nice and friendly even I do not speak Japanese. Truly, Highly recommended if you visit Tokyo in that...

Tolo Pan offers great service and even though it’s a small bakery, it has a pleasant and welcoming atmosphere. I feel lucky to have found this place!
In this picture I’ve uploaded, I used cheese on a slice of brown bread from a loaf I bought at Tolo Pan on the right hand side. On the left hand side, I have the curry pan (curry filled bread) which in my opinion, is the best curry pan I’ve ever tried! And it’s not too spicy in my opinion. You might be able to ask for a tester if you’re not sure about the spice...
