I hadn't expected to find a truly gourmet restaurant in Toluca, but Petra can compete with the higher-end restaurants of Mexico City and hold its own. The interior is very pretty--a restored older building with a peaceful courtyard.
I wasn't too keen on the service, which though polite, made a couple of mistakes with our drinks. Thankfully they corrected these without complaining. Also, I think it's silly for an upscale restaurant to only offer bottled water--distinguish yourself with your wine menu, not with a $5 US bottle of water.
