Chinese Delight Restaurant — Restaurant in Tredyffrin Township

This was my second time ordering from this restaurant. The first time was a pick up order of chicken lo main. It was good and a tad too greasy. Good portion size. Today I ordered online through Beyond. I was 0.25 short of the $15 minimum so I ordered an extra egg roll...no big deal. With delivery fees, tax etc my total came to $21.01. I opted to tip in cash and selected the box for such vs the predetermined 10, 15, 20 percent. I received a call from the restaurant shortly after asking if I was in an apartment building. I stated no, there are several apartments on the street. I suspected they were at the wrong address. The driver was not here. My assumption is that the driver hadn't left the restaurant yet because it took another 10 mins and its a 3 minute drive from here. I preface with all this because her next question or statement was "the tip is not included...you know that right...do you want to tip?" I was shocked and flabbergasted. I was standing at the door expecting to help the driver locate me, yet I was receiving a call about the lack of tip. I always tip in cash when I'm able. I have all my life even when dining in. I told her I selected the cash box and she said oh do you have cash, I'm sorry I'm sorry. I told her to just cancel my order! She apologized again and I said ok. I'm curious if this has happened to others. The food is what I expect from an inexpensive Chinese restaurant, greasy. The wonton were very dark and greasy and clearly refried. It will be my last time ordering from there. MK across the street...

Ordered closed by board of health due to: Improper hand washing, no soap available, food stored in trash bags, canned goods opened and held in cold storage, numerous food items stored in the kitchen and basement without lids, improper raw food storage, personal items stored in ice machine, rodent and cockroach infestation, fecal matter observed throughout the facility, including food contact services, prep areas, steam tables, dishwasher, shelves and counter tops, lack of hot water, improperly cooled foods, improper hot holding, no date marking observed, improper chemical storage, rodent and cockroach bait scattered throughout the floor, no thermometers present, structural issues, food stored on the floor, lack of sanitizing strips, general unsanitary conditions to include all shelving, equipment, cold holding, cookline, tables, walls, floors, ceilings, dishwashing area and equipment, sinks, dining room, and basement, basement being used as a food prep area with holes in the walls, ceiling issues, and unsealed floors. Ordered a VERY simple order. A quart of white rice, a quart of plain lomein noodles, a Chinese pizza, and egg drop soup. How does a Chinese restaurant forget to send WHITE. FREAKING. RICE?!? I call them and they say they won't bring it because they're "too busy" but said they would "look into it and potentially offer a refund". They weren't too busy to take the money in the first place, and I don't want the $2 back, I want what I ordered. The rest of the meal was mediocre at best. Everything was Luke warm, mostly tasteless, I guess the upside was that the food matched the customer service and general competence perfectly.
