This is my wife's favorite restaurant, and even though I'm usually hyper-critical of restaurants because of my past in restaurant management, I'm never disappointed when we eat at Toro Loco.
It's always very clean in the restaurant, with wait times almost never going over 5 minutes or so for a table, and the food is made to order and brought to you very quickly- no matter how busy they are.
The servers are always very attentive and friendly and, most importantly (to me, anyway), they know when to check on you and when to let you eat!
If I had to pick one thing to be grumpy about when eating here, it's that twice I've been served a strawberry daiquiri that was made with tequila, even though I specifically asked the server to be sure it was being made with rum... But meh, not a big deal since they fixed it immediately both times.
And it wouldn't be fair if I didn't mention the time my wife decided to leave her purse at home and, naturally, I forgot my wallet at home. After trying to decide between ourselves who would stay at the restaurant as a hostage while the other went home to get money, I explained to the owner- Martin- what happened and he absolutely insisted that I not waste a trip going back up there just to pay. He said that since we go there fairly often, we could just pay for it the next time we came in. I finally agreed to that, and stopped in a couple days later as I was driving by. He never made me feel bad about it and I'm certain he genuinely was not upset about it (or, rather, he seemed very much like he wasn't worried about it...)
Great people, great food with a clean, fun and festive atmosphere with amazing chips and salsa (if you haven't tried their Queso Blanco, you must!), you won't be sad about going in for lunch or dinner, guaranteed!
They have plenty of handicapped parking and an entrance with an easily-navigated wheelchair ramp, as well as bathrooms that are handicapped-friendly.
If you've never tried the Sargento, you're missing out! Perfectly seasoned chicken cut into small strips (I get mine served with rice, beans and queso), and tortillas make for an absolutely delicious dinner tonight and lunch tomorrow =D

Wasn't quite sure what to expect but service was quick and great. We were brought lots of chips and salsa as soon as we were seated. The chips were great and the salsa was good but a bit mild for my taste (the kids loved it though). Food was inexpensive and I wasn't expecting much for the prices, but almost no one was able to finish their entire meal. This is authentic Mexican food folks. Everything was delicious. I had the enchiladas supreme and there were 5 enchiladas is the order. My favourite by type (they were all different) were shredded beef, cheese, beans, chicken, beef.
