It is a fabulous idea, and the park should have put it in years ago...
At high tide you get to rock and sway on the water, get another camera angle for photos, or just sit on the bench and relax on the water.
At low tide you can watch the hermit crabs, and other sealife doing thier thing along the sides and get out a bit without having to climb over the dangerous rocks.
The only negative thing in our opinion it just that at low tide the ramp is fairly steep and if wet makes it tricky for strollers or wheelchairs to get up without help.
Speaking of that... its wheelchair accessible too... lol
