The museum was established in 1904 when Alexandria Municipal Authorities received a collection of paintings as a gift from Edward Farid Heim. The collection consisted of 210 pieces by international artists.

In 1936, French trader, Baron Félix de Menasce , donated a villa in Alexandria's Moharram Bek area to be used as a library and a gallery for the exhibition of artworks. The building was destroyed in the Second World War and the municipality had to store the artworks in another location until another museum had been established.

نشأة المتحف يعد الفنان/ أحمد عثمان مؤسس كلية فنون جميلة واول عميد لها عام 1957 وكان أيضاً صاحب فكرة إنشاء متحف بالكلية ليقوم بحفظ وعرض أعمال رواد الفن المصري الحديث والمعاصر من المصريين والاجانب بما يخدم العملية التعليمية والبحثية كما يقوم بنشر الثقافة عن تاريخ الفن رواده بالاسكندرية.

افتتح المتحف رسميا فى 26 يوليو عام 1961 ليصبح سجلا للحركة الفنية المعاصرة يحتوي على أعمال الرعيل الأول والثانى من كبار الفنانين وبعض الأعمال للسادة أعضاء هيئة التدريس بالكلية، وقد اعيد افتتاح المتحف فى 18 أكتوبر 1998 فى عهد الأستاذ الدكتور/ عطية حسين عميد الكلية الأسبق بعد أجراء بعض التعديلات في العرض المتاحف وتم تطوير القاعات.

يقع المتحف بالمبني الرئيس بكلية الفنون الجميلة ( 108 شارع عبد السلام عارف) مبني مظلوم بالدور العلوي بالقصر، ويتكون المتحف من خمس قاعات:

(قاعة 1) القاعة الرئيسة وتتضمن أعمال السادة أعضاء هيئة التدريس -(قاعة 2) تتضمن أعمال الرعيل الأول من الفنانين- (قاعة 3) تتضمن أعمال الرعيل الثانى - ( قاعة 4) أعمال الفنانين الأجانب - (قاعة 5) وتتضمن أعمال فن الحفر، بالإضافة إلى عدد من أعمال فن النحت بجميع القاعات، وملحق بالقاعة رقم (2) غرفة مخزن بها العديد من الاعمال الفنية الغير معروضة.

ويحتوي على مجموعة أعمال نادرة لفنانين أجانب ورواد الفنانين المصريين في الحركة التشكيلية. وقد اختير للمتحف الدور العلوي من مبني قصر مظلوم باشا لأن المبنى ذاته له أهمية معمارية وفنية وتاريخية تؤرخ لفترة مهمة في تاريخ مصر في اوائل القرن العشرين.

ومن اشهر الأعمال التى يتضمنها المتحف لوحة "حاملة القلل" لمحمود سعيد، ولوحة " العودة من الحقل " لراغب عياد، ولوحة " أليفان" ليوسف كامل، ولوحة " أسر لويس التاسع " لكامل مصطفى. كما يوجد لوحة " سوق بلانة " لأدهم وانلى، ولوحة " السيرك " لسيف وانلى. هذا بالإضافة إلى العديد من الأعمال الفنية للفنانين ماهر رائف وحامد عويس وعفت ناجى ومحمود عبد الرشيد وعبد الهادى الجزار ومحمد حسن وجورج صباغ .. الخ.

أما الفنانين الأجانب فيوجد مجموعة أعمال للفنانين أمثال أرتوروبيكى، وزانييرى، وبيبى مارتان، وبراندانى، وسباستى، وهيلبرت، ومنجاناريس...وغيرهم. كذلك يضم المتحف أعمال مختلفة للسادة اعضاء هيئة التدريس بالكلية. سياسة لاقتناء لتكوين مجموعة المتحف اعتمدت على الإهداءات الفنانين المصريين والأجانب بناءا على طلب الفنان أحمد عثمان. ومازال المتحف يتبع نفس السياسة لاقتناء الأعمال؛ والتي تقوم على إهداءات الفنانين حيث يقدم الفنان طلب لعميد الكلية لقبول الإهداء. دور متحف كلية الفنون الجميلة وهو من أهم المصادر التعليمية الدارسين والباحثين في مجال الفنون التشكيلية، هذا إلى جانب دوره التاريخي الهام في توثيق حقبة ما قبل ثورة يوليو 1953...
