There is an entrance fee (30GHS at the time of this posting), but the money are used wisely. Being there a few times in the last years I could see the bathrooms being improved, the parking lot pavement, the facilities … I’m happy to see that they put the money at good use.
At the beach, there are plenty of beach restaurants/bars to choose from. Some are very nice while some are a bit dated/old. When you park, people will try to pull you and take you a specific bar. I would suggest to say no, and go for a small walk and see what bar you prefer. Observe how the chairs are, how many people, the umbrellas, the music, the atmosphere … all these things are important. Don’t just go with someone to the first place they take you.
If you forgot your towel or beach ball, slippers or suncream, don’t worry, there are a few shops at the parking lot selling beach items. Of course, the prices are accordingly.
I usually go there around 3PM until late afternoon, after sunset. If you go at midday it might be too warm, but it’s up to you. Sunsets are beautiful, don’t miss it.
One thing that you might meet, are a lot of people coming to you trying to sell paintings or traditional items. Ignore them. If you speak too much with them, you will not be able to get rid of them until you buy something. Better to look somewhere else, say no and even if they will insist, just say no and look somewhere else. You might think this is rude, but you will have someone coming every 15-20 min; you better learn to say no in order to enjoy the place. At one moment they will stop coming since they see you don’t buy. Some bars have security which will tell them to go away.
Labadi is a great place, good food, drinks, music, nice water and people enjoying themselves. Have fun and don’t expect Miami.

If you're on a budget, you might want to consider eating elsewhere before or after your visit. However, the convenience of having dining options right on the beach can be quite tempting.
Despite the pricing, the local dishes I tried were delicious and offered a taste of authentic Ghanaian cuisine. I recommend trying some of the grilled seafood options; they were absolutely mouthwatering.
