We took the bus ride that tours you around the garden with an audio guide and has several stops to take in the views and get pictures. It was very relaxing and a great experience, I'm not sure if people are ever allowed to explore by themselves, but the garden is very big and has a lot of history so I would definitely recommend the bus tour.
