I also didn't understand why a Governor from Texas and New Mexico were honored with plaques at the bottom of the pillars. Overall the area was decently clean considering all the foot traffic. It seemed reasonably safe but you still need to pay attention. There were lots of aggressive street vendors trying to herd you into their establishment or to buy junk you don't need.
